Ecco Bella FlowerColor Powder Eyeliner Charcoal -- 0.05 oz
This eyeliner, in my opinion, must be used wet and on primed eyelids. It is prone to smearing. But, as far as natural matte black powder liner goes, this is the best I've tried. It is actually black! Which is great.
The only thing I don't like is that it smears. But it's not intense smearing.
Also, the price is a bit steep for what you're getting.

Extremely Black When Wet
You can use these powders as dry or as a wet liquid liner. This Charcoal is harshly black when it is applied wet and was not what I was looking for as a liquid eyeliner. If you are using it DRY to seal a pencil liner or a non waterproof liquid liner it looks nice. If you are looking for a black eyeliner the "Brown" is perfect when WET. It is Brown as a powder but perfectly black as a wet liquid liner. I absolutely hate the cardboard box and the cheap eyeshadow applicator is only good for a short time and only works for the dry application. I'm sticking to using the "Brown" wet as an eyeliner then I apply a cosmetic waterproofer sealant over it to seal it so it will not run while swimming. I will use this charcoal powder as a topper for my charcoal colored eyeliner pencil to seal it so I don't get racoon eyes.

Good natural eyeliner.
This eyeliner goes on good but you can't use the applicator that is in the package (way to big). I use an eyeliner brush. There is not much eyeliner in the package so beware.

does not run
It doesnt run but it will if you work out pretty hard. It only runs on me after my workouts. if you are used to touching your face/eyes, you will rub it off throughout the day. I am very happy and will be a repeat customer.

Good, clean ingredients, but it smears
I've used cake eyeliners for more than 20 years. On the plus side, this Ecco Bella eyeliner is free from the chemicals and preservatives that other, non-natural companies use, and as a sensitive contact-lens user, I've not had any irritation using this product.
On the negative side, this eyeliner does NOT stay put. Even with careful application with a fine artist's brush -- and a lot of experience! -- I can be sure that I'll have a "mild racoon-eye look" within 2-3 hours of wear, which worsens as the day goes on.
